Alert! The closing of Silver Creek Road for a period of about one year, beginning in September 2014
This
location is within the City Limits of Fort Worth, but will affect
travel to/from the unincorporated areas of Tarrant County and citizens
located in the unincorporated area of Tarrant County.
TXDOT
has two bridge replacement projects on Silver Creek Road. The first is
the Silver Creek Road bridge over Live Oak Creek just north of Heron
Drive inside the CFW. The contractor is expected to close the bridge on
an as yet unspecified
date in September 2014. The road will be closed for approximately six
months. Once that bridge is complete and reopened, the contractor will
close Silver Creek Road at the Silver Creek bridge. That project is
estimated to take six months to complete. Final
opening of the road will occur in the fall (September – October) of
2015.
The
road closure will have a significant impact on traffic, emergency
services, local businesses, and residents in the area. Silver Creek Rd.
is the primary western route around Lake Worth. Certain locations,
depending
on which bridge is closed, will require a substantial detour to gain
access. This will have impact on general patrol routes, and potentially
negative impact on response times to calls. EMS and Fire Services are
developing response plans. Our collaborative
relationship with Lakeside PD and White Settlement PD will be fully
utilized when we receive a call that requires going extra distance to
get to the location in a timely manner.
It
is imperative that we stress to our personnel to not let the added
distance override the need for driving safety. There will be a huge
temptation to hurry to make up for the increased travel, which
(especially on roads like FM 1886,
Cattlebaron, and Silver Creek) increases the risk of fleet collisions –
and not arriving at the call at all.
Signs and electronic message boards advising of the road closure will be posted 2-4 weeks before construction begins.

j. The water level at Lake Worth must be at a certain level for Lockheed Martin to function; its chillers are dependent on the lake.
k. The city of Fort Worth owns the lake basin; Tarrant County Water District owns the water in the lake
l. 30% of the total water consumption goes to yards, increases to 60% in summer
m. DFW in the top 6 metro areas in US, needs sources of water for businesses to maintain growth
n. Fracking at its height only accounted for 1% of the water use in area
o. Bermuda grass is preferred over St Augustine

a. Greenprinting maps will be finalized after this meeting
b. Trust for Public Land (TPL) has a 82% success rate for funding for conservation plans
c. Reviews federal, state and private sources of funding
d. U.S. funding 41% state, 40% local, and 19% federal
e. Texas funding 3% state, 62% local, and 35% federal
f. 90% success rate on ballot voting in Texas, generating over $1 billion in funds
g. Funding 90% bonds and 10% sales tax, sales tax is not an option as we are at the legal limit

This award focuses on the big — or little — things that associations do to help

Association hosts a wide variety of social events

and lifestyles. Through these social events and regular communication, the
association strives to give every resident “a place at the table†in discussing
issues that affect them, including zoning, boat docks and the future of Lake

overall Lake dredging project and some topics that local residents felt needed

Residents are optimistic about the way things are going in the Fort Worth area

residents would like the
focus of additional development to be on protected natural areas with some
public access,
public trails, and public parks.

Presentations from yesterday�s meeting are on

December Meeting Highlights
- Robert Sturns, Housing and Economic Development Department provided an update on the Patterson Group�s Casino Beach development project. Next steps include finalizing development agreements. The Zoning Commission will consider recommending rezoning the property on January 9. The City Council will consider the rezoning and also a park conversion on February 5.
- Paul Bounds, Water Department provided an update on capital projects, and a presentation can be viewed at the link above. Nikki Sopchak, Parks and Community Services Department provided an update on the Lake Worth Park Dedication Study and the Lake Worth Trail Study. The City is working on executing the design contract this month with Freese and Nichols for the trail study.
- Eric Fladager, Planning and Development informed the committee that the North Central Texas Council of Governments and the Trust for Public Land have finalized agreements for the greenprinting project. The M&C authorizing the agreement is scheduled for the December 18 City Council meeting. Greenprinting helps communities make informed decisions about land conservation and recreation.
- Larry Colvin with the Fort Worth Mountain Bikers� Association (FWMBA) presented a recommended Trinity Trail connection to Marion Sansom Park and also presented the purpose of the FWMBA and how everyone benefits from the trails. A recommended trail connection map and photo presentation can be viewed at the link above. (The photos of the park and trails are outstanding and a must see.)
Questions and comments by committee members:
- Which direction will the Casino Beach outdoor pavilion face? Robert Sturns said the stage will face Jacksboro Highway.
- Can dredge material be placed on Goat Island? Paul Bounds said it�s possible that could happen in the future.
- Will a traffic study be done for the Casino Beach project? Staff will confirm when a traffic study will be required; possibly at the preliminary plat phase.
- Lake level regulatory criteria should be evaluated by the Tarrant Regional Water District and City of Fort Worth.
- Canoe trips at Fort Worth Nature Center have been cancelled between December and February due to low water levels. First time canoe trips have been cancelled due to low water levels.
- A Love Circle Park Master Plan process should begin soon to determine how to connect the park with the Lake Worth hike/bike trail.

Dana Burgdorf chaired the meeting.
Project Updates:
Casino Beach � Robert
Sturns, presently working on many projects, lease options, water
improvements, etc. will have more details at next meeting. Outdoor
amphitheater guests would be facing the lake, so noise from the
stage would be directed away from the lake. A zoning application
will be submitted in the near future.
Water Projects � Paul
Bounds, 516,376 cubic yards dredged so far. Will complete section H,
then proceed to I & J. Completion date is projected to be July 2013.
It will take 2-3 months to demobilize the approximately 100
truckloads of equipment. Casino Beach � park land conversion
approved by park board, will be submitted to city council Feb 5th.
Revised site plan should be available next week.
Joe Waller asked about lake levels,
how calculated, how to improve. Paul expanded on the goal tominimize
evaporation, etc. Joe wants this to be reexamined from the stand-
point evaporation is one issue, recreational use is another, and the
first does not override the second! Joe will follow up on this issue
with Councilman Shingleton and Paul with the water district. Rick
Shephard with Friends of the Nature Center brought to everyone�s
attention that the lake levels have cause the nature center to
cancel Canoe Fest for December, January and February. This is the
first time that has happened due to the level of the lake.
Hike/Bike Trial � Nikke
Sopchap, Last Tuesday Council approved preliminary trail design
stages 1 & 2.
Green printing � Eric
Fladager, Green printing project should take 16 months start to
finish. Goal is protecting water quality, looking to get the biggest
bang for the dollar. The project will impact future land use around
the lake.
Marion Sansom Park Trail �
Larry Colvin, park has 10 miles of trials, built by volunteers. Area
is family oriented, people use the trails for hiking, walking riding
etc. Trinity Trail comes to park, but no one knows how to get
through the park and connect to the upper end of the trail on the
other side of the park. Larry�s group has recognized the problem and
developed a very workable solution. Very impressive presentation!
Lake Worth Centennial � Paul
Bounds, committee formed headed by Bob Crow, interest in making it a
yearlong celebration, with lots of events throughout the year.
Looking at various fund raising events to raise money for the costs
associated with the celebration. The Centennial coincides with the
opening of Casino Beach.

Thanks for taking time today to discuss briefly the PACSD proposal for a park conversion request on behalf of the FW Police Department Mounted Patrol Unit in order to allow constructing and operating the equestrian facilities. The formal announcement was also received for NASLW today via post.
No doubt the current facilities at the downtown FW Stock Yards have outgrown their utility and there is currently an unmet need to re-locate. However, before NASLW can succinctly address the proposal, I need additional information.
(1) Could you provide me a description where the facilities are proposed to be constructed? It is not indicated clearly on the map of West Park that accompanied the PACSD cover letter. It appears that the proposed site is near the FFA Barn that currently occupies ~10 acres of parkland at 1801 Las Vegas Trail (where the City sign has been posted-see attachment).
(2) What is the proposed size of the facility? Site plan proposal (draft).
(3) Was it made clear to the Park Board last month during the review of this proposal that since the building of the FFA facilities,that there is located across the street to the Barn an A-5 residential area (Sandlin Homes) that continues to expand with additional single family homes. Further, that there will be built nearby another multi family complex at 1451 West Loop 820, next to the current apartments and near the barn facility.
(4) Have any other location options been considered?
As you may know, NASLW supported Councilman John Stevenson in the original proposal of the FW Independent School District FFA project. This was deemed an essential element needed for the school district (Arlington Heights in particular) coupled with the assurance that with the FFA barn would come the survey of the 200+ acre West Park that would 'cement' the dedication of this City property as park. This has now come to pass. However, I must advise that there is current opposition to construction of equine facilities for the FW Police Department located in the water shed of Lake Worth, and so near the expanding residential area on the south shore. A project 'for the kids' is markedly different than this proposed project. Thus I need to know exactly where in the park the new facility is proposed, .
Any additional information you can provide me prior to the public hearing (October 23, 2012) will be appreciated. I assure you there will be public comment and letters from our south shore group.

July 29, 2012: Stone Villas Update
The Subdivision plat for Phase 2 of the Stone
Villas development plan proposed several years ago is now ready to proceed (CLICK TO
VIEW).
This area of the Hickman Companies
properties off the frontage road of I-820 is zoned �C�-Multi-Family. With all
current units of Phase 1 at 100% occupancy, the developer will move to complete
PHASE 2 on land bordering the current complex and West Park as noted in the
file. It will go before the City Plan Commission on 22August2012/1:30pm. For
